Balkans’ Energy Future: Investment, Technologies, and Sustainable Development

The Balkan region's vast potential in solar, wind, and hydropower, combined with advancements in energy storage, positions the Balkans as one of the key players in a green energy future. How are the Balkans harnessing their energy potential? What projects are shaping the new reality in the solar, wind, and hydropower markets?

RELEVANCE:

  • Across the Balkans, there are 120+ renewable energy investment projects currently in focus.
  • The total installed capacity in the Western Balkans is expected to grow by 20 GW by 2040and by as much as 35 GW by 2060 compared to current levels, attracting tens of billions in investments (according to Aurora Energy Research).
  • In Montenegro, solar and wind projects with a total capacity of 4,000 MWare currently under development.
  • The steady growth of the renewable energy sector is supported by national programmes, including Montenegro's National Strategy for Sustainable Development and the Renewable Energy Action Plan for 2025–2030, as well as grants and credits from international financial donors in the region.

DEVELOPMENT PROSPECTS:

By 2030, the Balkans plan to increase the share of renewable energy in their energy mix to over 40%.

Legislative initiatives have been adopted, such as Montenegro’s Renewable Energy Law and the Green Investment Incentive Package, which provide tax benefits, subsidies, and transparent tariff policies.

The East-West Energy Corridor is under construction, connecting Türkiye, Albania, North Macedonia, and Montenegro—with the potential to export clean energy to EU countries.

PROGRAMMES OF KEY MARKET PLAYERS:

  • National operators (EPCG, KOSTT, EMS) are implementing digitalisation programmes: deployment of real-time monitoring systems, automation of renewable energy facilities, and connection to the regional smart grid network.
  • IFC is leading the establishment of theWestern Balkans Green Growth Alliance. It aims to build knowledge and capacity for decarbonisation and sustainability in manufacturing, industrial production, tourism, agriculture, and related services.
  • Energy Transmission System Operators of Western Balkans – Elektromreža Srbije (EMS), Crnogorski Elektroprenosni Sistem (CGES), MEPSO, Nezavisni Operator Sistema u Bosni i Hercegovini (NOSBiH) and Operatori i Sistemit të Transmetimit (OST) approved the Joint Declaration on Regional Coordination.
